2023 Commissioner Candidates

Below are brief profiles of the candidates for Commissioner for the 2023 Municipal Election.

The candidates are: Sean Durgin, Curtis Elmer, C.J. Heitz, Jack Kronner, Richard Mahan, and Rob Rinehart.

Please join us on Tuesday, February 21st at 6:00PM at the Charlestown Fire Hall, 307 Market Street, or via Zoom, for our Candidates’ Forum. The forum will provide the opportunity for residents to make an informed decision on Election Day, which is Tuesday, March 7th. Sean Durgin

Sean Durgin is a proud resident of Cool Springs, where he has lived with his wife Heather and their four children since 2012. With over 20 years of experience serving in the U.S. Air Force, Sean has developed valuable skills in leadership, teamwork, and project management. Currently a full-time member of the Maryland Air National Guard in the Cyber Operations career field, Sean previously served as a C-130 aircraft mechanic for 13 years.

Sean is also an active member of the Cool Springs community, where he currently serves on the HOA board of directors. As a board member, Sean has played a key role in transitioning the community from developer control and improving community operations. He looks forward to using this experience to help Charlestown thrive and continue to be a great place to raise a family in Cecil County.

Sean’s commitment to community service and his dedication to his country make him an excellent candidate for town commissioner. He is eager to bring his skills and experience to the table to serve the residents of Charlestown and help the town reach its full potential.


Curtis Elmer

Curtis Elmer has lived in Charlestown for almost 30 years and owns and operates his business, C&C Roofing. He’s just completed his first two-year term as Commissioner and would like to continue to serve the Town.


C.J. Heitz

I have been a resident of Charlestown for over 5 years and moved here because of the historic charm. I will use my 20 plus years of business management and common sense to keep the charm and history intact in Charlestown. I believe I can help the residents with the current and ongoing issues in a more timely manner.


Jack Kronner

I moved to Charlestown in February of 2016 and got involved with all aspects of our new home. After spending 38 years in the mortgage and finance industry, I hoped to bring my expertise to help. After four years, I finally got elected to the Board of Commissioners of Charlestown. Helping to get several projects completed, the second year I became Treasurer and managed to save several thousands of dollars on our billing and double billing for many different processes. I worked to get some major improvements to the roads and water issues. If given the opportunity to work for the greater good in Charlestown, I believe  I could work as a team player, again to accomplish many more projects. Charlestown is a great small town with a history not matched by many Towns anywhere in America.


Richard Mahan

Southern Indiana is where I was born and called home until college took me to New York City and a career in advertising. 

I’m a creative thinker. My career was spent solving marketing problems for American Express, Visa, Chase, Heineken, Miller Lite, Proctor & Gamble, and Pizza Hut to name a few. A typical day could include a baby formula meeting at Nestle’ in the morning and an afternoon meeting at Northrop Grumman about Hell Fire Missiles. 

I fell in love with a Cecil County girl. Our love of old houses brought us to Charlestown in 2016 where we purchased The Indian Queen Tavern.

My service to the Town includes having been Chairman of the Board of Appeals and I’m presently a member of the Historic District Commission. I have a keen interest in the Town and have attended and participated in more Town Commission meetings in the past three years than anyone running for Commissioner. 

I’m running for Town Commissioner because I believe my business experience and creative problem solving would be a positive addition to the Town Commission.


Rob Rinehart

I am 53 years old and have called Charlestown home for over 29 years. I attended the elementary school and graduated from NEHS in 1987. I just recently moved back to Charlestown in May 2021 and excited to be home again.
I work for MDavis & Sons and have been employed for 23 years and currently I am a project manager. During these years I have learned many aspects of the construction business and feel my knowledge could help preserve and maintain our home, Historic Charlestown. I have a background in welding, plumbing, civil, rigging, cranes and overseeing large and small projects from start to completion while also maintaining a budget.
It’s exciting to see how Charlestown has grown over the years. We have nearly 1500 people including Trinity Woods and Cool Springs and will only continue to grow. I’m a strong believer in listening and understanding what is important to others and understanding their points of views. Agreeing to disagree while always being respectful is a must. I will continue to be a positive influence in this community, and I would appreciate your vote on March 7. If elected I will represent the people of Charlestown.
